Business Description

The municipality of Gällivare is in an active development phase where the social administration strengthens the interaction between operational development, quality, and digitalization. With a clear focus on long-term quality, systematic approaches, and strong support for operations, we are developing working methods, processes, and follow-ups to meet future needs within social services. We are now looking for a quality developer who wants to take over the administration's continued quality work as our current developer leaves for another assignment within Gällivare municipality. The quality developer is part of the social administration's staff and has an overarching mission to support the entire organization in matters concerning investigations, follow-ups, quality assurance, and improvement work. The work is carried out in close collaboration with the operations and other staff functions. The social administration is responsible for elderly care, disability care, municipal health care, and individual and family care (IFO).

Job Responsibilities

As a quality developer, you have a broad, strategic, and coordinating role. You work closely with the management team and contribute to ensuring that goals are translated into quality and results.

Your responsibilities include, among other things:

  • Initiating, coordinating, and developing the administration's goal management work together with the management team and political leadership
  • Working with operational plans, internal control plans, and follow-ups for interim reports and annual accounts
  • Supporting the management team in goal management based on the social committee's operational plan
  • Leading development assignments, investigations, and internal audits based on the committee's priorities
  • Conducting investigations according to the provisions of Lex Sarah
  • Working with systematic quality work and process development
  • Following up and analyzing quality in both internal and external operations
  • Preparing decision-making materials and service statements for the social committee
  • Monitoring developments in the field of social services

The role also includes a municipality-wide assignment where you, together with other administrations, are part of Gällivare municipality's quality group and contribute to joint development efforts.

Qualifications

We are looking for someone who has:

  • Relevant higher education at the college or university level, such as a degree in social work, social services, or another behavioral science education deemed equivalent by the employer.
  • Deep and broad knowledge of the target groups within social services, such as in disability care or individual and family care
  • Several years of experience in public authority and/or service delivery
  • Good knowledge of legislation, regulations, and guidelines within the field of social services
  • Experience in writing reports, investigations, and service statements
  • Good knowledge of management systems for systematic quality work and process development

It is advantageous if you have:

  • Experience in investigating and writing reports according to Lex Sarah
  • Experience in quality follow-up of internal and external operations
  • Interest in digitalization and understanding of how data-driven approaches can enhance quality and operational development

You have excellent communication skills in both speech and writing and thrive in collaboration with both managers, employees, and political representatives. You are unpretentious, flexible, and have the ability to switch between strategic and operational work. Great emphasis is placed on personal suitability. Within the framework of the national minority language law, Gällivare municipality is the administrative municipality for Sami, Meänkieli, and Finnish. Knowledge of any of these languages is an advantage when applying for employment in Gällivare municipality.
